The ports show up in Device Manager, but I can not open them, why?

For testing please use Hyper Terminal to open the new serial port. It may claim the port is already open by another application.

Such an effect typically results from software running on the PC. This software usually runs as a service, so it starts before a user can log on to Windows. The port is open then, and can not be opened a second time by users application.

Often such service software is not recognized by users. It may be installed as a component of some communication package. When started it searches all available ports for specific hardware connected to them.
The ports of the USB-COM device are new, so they are also opened and used by the service.

The solution requires to configure the service to not use the new ports installed by USB-COM.
